
Joe Stewart brings nearly five years of economic development experience to the City of Goodyear. Before joining the team in January 2022, Joe served as a Management Analyst for the Innovation & Economic Development Department at the City of Carlsbad, California. Joe's economic development portfolio includes leading Carlsbad's talent attraction & retention programs and developing the IEDC award winning CarlsbadLifeinActon.com website. Joe has also managed a $5 million COVID-19 Economic Response and Recovery Initiative and spearheaded innovative municipal business communication & engagement improvement projects. Prior to his economic development work, Joe served as an analyst at U.S. Customs and Border Protection headquarters in Washington, DC and spent a year working in both the U.S. Senate and U.S. House of Representatives. Joe holds a master’s degree in Public Policy & Management from the University of Southern California and a bachelor’s degree in International Relations from the University of San Diego.
