Jo Higgins

Jo Higgins is the Owner of Project Development Limited LC, a Virginia-based land development consulting firm specializing in commercial and residential projects. With decades of experience in engineering, site development, project management, and public infrastructure, Jo has successfully guided a wide range of developments from concept through occupancy. His expertise includes rezoning, comprehensive plan amendments, special use permitting, site design, construction oversight, and navigating local government approval processes. Before founding Project Development Limited LC in 1999, Jo held several leadership positions throughout Virginia, including Director of Engineering and Public Works for Albemarle County, Project Manager for Faulconer Construction Company, and Project Manager/Civil Engineer with the U.S. Army Corps of Engineers. Throughout his career, he has contributed to residential communities, schools, parks, transportation projects, commercial developments, utility infrastructure, and mixed-use properties. Known for his practical approach and extensive knowledge of the land development process, Jo helps clients transform complex development opportunities into successful projects while balancing regulatory requirements, engineering considerations, and community objectives. He holds a Bachelor of Science in Civil Engineering from Old Dominion University.
