David Delac
David M. Delac is the Chief Financial Officer of Port Tampa Bay. He manages the day-to-day administration of Port Tampa Bay's Finance Department, which includes the accounting functions, all financial reporting in accordance with the general accepted accounting principles (GAAP) and Government Accounting Standards Boards (GASB). He manages the annual operating and capital budgets, the internal and external audit oversight and coordination, long and short term debt issuance and investment portfolios, the administration of Port Tampa Bay's internal controls, grant funds, financial policies and procedures, annual budget preparation, and the risk management and procurement programs. Previously, Mr. Delac held the Chief Financial Officer/Budget Officer position in Galveston County, Texas. Mr. Delac has approximately twenty-five years of experience in public and private finance and accounting. Mr. Delac has a Bachelor of Arts (BA) in Political Science from Auburn University; a Masters in Public Administration (MPA) from Florida State University, and a Masters in Christian Leadership (MCLED) from Liberty University.
