Oasis Parkside is a fully entitled 1.801-acre development site on Main Street in
downtown Rowlett, Texas — approved for a four-story, 61-unit multifamily building
with 2,307 SF of ground-floor retail, at 33.9 units per acre, within walking distance
of the Downtown Rowlett Station, the eastern terminus of the DART Blue Line.
The entitlement is secured. The City of Rowlett Planning & Zoning Commission heard the
request as Project 25-000020 and recommended approval on June 24, 2025, and the City
Council adopted Ordinance No. ORD-024-25 on July 15, 2025 by a 6–1 vote — rezoning the
site from FB-UV to FB-UV with a Special Use Permit for multifamily use, and approving as
exhibits to the ordinance the site development plan, landscape plan and elevations plan that
govern development of the property. The zoning and approval process that a raw, unentitled
site still carries — typically twelve to eighteen months — is already complete: a purchaser
acquires an approved program, not an application.
The site sits in an established multifamily corridor. One90 Main (325 units, delivered 2024) and
Village of Rowlett (249 units, delivered 2015) both operate nearby, and a 28-unit building by the
site's own developer is complete and leasing three blocks away on Main Street.
Rowlett itself is an established northeast-Dallas suburb of approximately 65,463 residents
(2024 estimate) with a median household income of $112,081, and downtown Main Street is
in an active reinvestment cycle: two City-tracked projects at 3901 and 3913 Main Street are
together expected to roughly double downtown's retail and restaurant space.
