The North Lancaster industrial project is tied to a separate annexation process, where the City of Lancaster will annex unincorporated Los Angeles County land. That process, involving the LA County Local Area Formation Commission, is expected to take place between September and November 2025.
The specific plan seeks to facilitate industrial and commercial development on a 7,153-acre parcel on the west side of Lancaster. It would allow for approximately 38.5 million square feet of industrial and warehouse uses within a 1,860-acre specific plan area.
A proposed development agreement with MPAV Logistics Center LP would cover planning areas 2, 4, 6, 7 and 8, be effective for 15 years with a possible five-year extension, and would freeze fees and the zoning code for eight years.
