Rookery Industrial is a cleared, graded, and entitled industrial development site with direct frontage on the First Coast Expressway (FCE / SR 23). The ˜281-acre gross parcel yields 187 developable acres and supports a master-planned program of up to 14 buildings totaling ±1,848,880 SF, ranging from 43,200 SF shallow-bay flex to 315,000 SF distribution. The site sits about 30 minutes from downtown Jacksonville in one of the fastest-growing corridors in the Southeast.
WHY ROOKERY
This is one of the last entitled, cleared, expressway-fronted large-tract industrial positions in the Jacksonville MSA, and the only such site with direct FCE frontage. Of the 13 industrial land trades CBRE tracked from November 2024 through March 2026, only four cleared 100 gross acres, and all four are spoken for. Rookery is the next opportunity at this scale.
ZONING AND ENTITLEMENTS
- Zoned Heavy Industrial (IB), Clay County's most permissive industrial classification, by BOCC Ordinance 2025-6 (ZON 24-0037), adopted February 25, 2025.
- IB accommodates manufacturing, distribution, food processing, petroleum and fueling operations, and outdoor storage.

SITE CONDITION

TRANSPORTATION
- First Coast Expressway (SR 23): a $1.9 billion, 46-mile FDOT beltway connecting I-10 in Duval County to I-95 in St. Johns County, with seven of the 13 interchanges in Clay County. Phase 2 opened August 2025, connecting Blanding Boulevard to US 17.
- Shands Bridge replacement (Phase 3): toll-free St. Johns River crossing to I-95 targeted for 2031.
- I-95 about 25 minutes east, I-10 about 35 minutes north, I-295 about 20 minutes north.
- Active CSX rail line along the eastern boundary, dedicated spur opportunity subject to CSX coordination.
- JAXPORT about 45 minutes (47-ft channel, 1.3 million annual TEUs). Jacksonville International Airport about 50 minutes.
UTILITIES
- Water, sewer, and reuse via Clay County Utility Authority (CCUA): 16" water, 12" reuse, and 12" force mains along CR-15A, available through an existing cost-share agreement.
- 10" water and 8" reuse mains along Jersey Avenue.
- TECO Peoples Gas 16" main serves the area, capable of supporting manufacturing, food production, and other heavy-gas users; service anticipated via the Jersey Avenue right-of-way.
- Electric service from the City of Green Cove Springs municipal utility, with average residential rates about 17% below the Florida average. Overhead service along Jersey Avenue and CR-15A.
- Buyer to obtain service letters and confirm tap rights, sizes, and connection points with each provider.
THE DEMAND STORY
Industrial absorption follows rooftops, and the rooftops are coming. About 40,500 residential units are approved across 19 master-planned communities in the Lake Asbury and Green Cove Springs corridor, directly fed by the FCE. Two miles from the site, BTI Partners has assembled roughly 6,500 contiguous acres (Laurelton and Agricola) with about 10,000 entitled units and $178 million invested from 2022 to 2025. Florida added more than 1.75 million net migrants from 2020 to 2025, the largest in-migration of any state. From Rookery, FedEx Ground reaches all of Florida in one day and the Southeast in two days.
INCENTIVES
Florida offers one of the most favorable industrial tax environments in the nation: no state income tax, no tax on manufacturing machinery and equipment, no property tax on inventories, and no tax on goods-in-transit for up to 180 days. Clay County adds project-specific programs through the Clay Florida Economic Development Corporation, including REV grants, capital investment grants, impact fee mitigation, and tax-exempt industrial development revenue bonds.
